Add HLA Support for JTAG

Update from Saleae:
We've recently released documentation on our FrameV2 API below, which would allow for HLA support for any analyzer, including our JTAG analyzer.

The JTAG analyzer would still need to be updated to use the new FrameV2 API, which we haven't gotten to yet. Our JTAG analyzer source code is available below:

"I want to build high level analyzer of JTAG interface.
Unfortunately, it seems that only a couple of analyzers are supported as an input to the HLA.
My questions:
a) Are there any plans to enhance JTAG analyzer in such a way that it can be used as an input to HLA?
b) If no, is there a way for me to do it myself? Can you provide instructions?"
